Fix Observer KB: filter knowledge tables from sidebar, improve error handling

Browse Source 
- Sidebar now excludes knowledge_topics/decisions/insights/questions tables
- Better error display when conversation load fails
- Prevents JSON parse errors from unfiltered dataset names
